Villain got hurt a while ago and was cared for by Hero. They swore never, ever to fight or harm Hero again.
But they didn't necessarily vow to not hurt Sidekick or a city full of innocent people.

Hero winced as villain's hands moved to her face.
Villain's hands were calloused with years of heavy work yet they had the softest touch that hero had ever felt. Hero sucked in a sharp breath as she felt villain explore the bruises and cuts on her face, his eyebrows pinching together as he ran a finger down the jagged cut on her forehead.
There were no words spoken, just soft breaths and inhales and villain stood in front of hero with his gentle touches and touched every bit of the painful bruises that hero had tried to hide from him earlier.
"Who did this to you?" Villain whispered, his voice soft yet with a dangerous edge as he met hero's teary eyes.

Villain leaned beside a sliding glass door. “You never told me you were leaving,” they said as Hero walked out, a long plate in hand.
The plate was tossed in the air, along with all the skewers used for kabobs. “Vil-Villain?”

“What are you- why are you here?”
Rolling their eyes, Villain pushed off the side of the house, bending down to pick the plate, which Hero so shockingly tossed, up. “Heard there was a cookout in town- figured I’d check it out. You feel like making a medium-rare steak for me? I’m not much of a burger or hotdog person.”
“You’re not supposed to be here,” Hero declared, hands shaking like a teacup chihuahua.
“Yeah?” Villain stuck the plate out, offering it to Hero. “You weren’t supposed to just…up and leave without a word. I thought we were closer than that.” As Hero clutched the plate, Villain bent down to pick up one of the skewers. “Guess I was wrong.”
