He's called Foehn after the Foehn effect winds which are hot gusts of winds found at mountain sides and because they're both German. Born 1971 (making him 47 when the game takes place).

He's a narcissistic, kleptomaniac, shopping addict, divorcee and father of one with a violent temper though he's usually very cordial and well mannered if a little condescending.

The missing eye comes from a chemical burn from when he was a manager of a dye manufacturer which blinded him in one eye and left him unable to speak properly as he inhaled some of the fumes which is why he has a voice box and speaks with heavy reverb.

He has psychosis which is where his main ability comes from as he has auditory and visual hallucinations and so he gleefully inflicts them on others by fanning his wings in a hypnotic manner and depending on range and length of exposure causes mind bending hallucinations.

That's the long and short of it.
