All Time Lords/ Ladies are Pan. Like, sexism doesn't exist in their society. Because with regeneration, you may get be man then a woman then man again in couple of years, and that's normal. So, Time Lords that haven't spent much time off world are confused by gender inequality and homophobia. And, therefore are just as likely to like any gender
