Not to be the Usopp Defense Guy again, but whenever people complain about his more childlike or immature tendencies I'm like. Do you think the guy that was forced to grow up and raise himself when he was like seven or whatever, might have a reason to cling onto whimsy and childhood.

Do you think the the guy that was orphaned and forced to take care of himself and his survival and his house and his livelihood at an extremely young age, with barely any adults around, might have had a) trouble maturing properly and b) a desire to keep with him what was taken away by such an experience. Let him be whimsical. Let him laugh at immature jokes he's literally 17 pre-timeskip that's a kid. A kid that somehow self-taught himself the basics of engineering without a formal education, even.
