Instead the expectations and constraints on queerness are carried solely through Shen Yuan's internalized issues, which are so deeply set they motivate many of his decisions within the book, but aren't enforced by any direct outside forces in PIDW. It's a great critique on how the effects of internalization can persist even when someone isn't in an environment where they're being directly oppressed, and how it can take years and years to unpack and unlearn.
